    Unemployment Benefits Scheme

    The ‘Unemployment Benefits Scheme’ is the general unemployment scheme in Luxembourg that is available to both self-employed people and any employee under a fixed-term or permanent contract. It is administered by the ‘Agence pour le Développement de l’Emploi’ (ADEM).

    As an employee under a permanent or fixed-term contract, you will receive 80% (or more in certain cases) of your previous salary through this scheme. As a self-employed person, you will receive 80% (or more in certain cases) of your annual income over the last two years. The amount is capped at 2.5 times the social minimum wage and decreases the longer you are unemployed.

    Before you send your application

    You have to register as a jobseeker with ADEM before you can ask for your benefits. You can do this online or by phone by visiting the ADEM's official website.

    Who can receive unemployment benefits?

    You can ask for unemployment benefits as an employee under a fixed-term contract ('CDD') or a permanent contract ('CDI') if you:

    • Are aged between 16 and 64
    • Are unemployed against your will (which excludes termination of an employment contract by mutual consent, leaving a job without a valid reason, resignation or dismissal for serious misconduct)
    • Are a resident of Luxembourg for at least six months prior to the termination of the contract for a 'CDD' and at the time of the termination of the contract for a 'CDI'
    • Are fit to work, vailable for work and ready to accept any appropriate job (according to criteria of pay, physical and mental fitness, working conditions, etc.)
    • Have held one or more employment contracts for at least 26 weeks (with at least 16 hours per week) during the 12-month period before registering with ADEM as a jobseeker

    Or as a self-employed person if you:

    • Are aged between 16 and 64
    • Are fit for work, available for work and ready to accept any appropriate job (according to criteria of pay, physical and mental fitness, working conditions, etc.)
    • Have been affiliated for at least two years with the social security institutions (CCSS and CNS) in Luxembourg
    • Have worked as a self-employed person for at least six months before applying

    I am registered. Now what?

    Your benefits will automatically be paid out into your account, but you have to meet with your designated contact person at ADEM once a month after you have registered.

    During this period, you might get offers to work in a similar position or a position that makes use of your skills but is not in the film sector, which might be unsuitable for your career path. Be aware that, at ADEM, a job cannot be refused for certain reasons (like waiting for another job, etc.). You will lose your unemployment benefits if you do this.
